Just observe Jack as he says "I don't remember" when Exley asks for his motivation for becoming a policeman. Everything else that happened was just a coincidence. Exley was a master manipulator and this was in line with his character. | |

He didn't make it up and could not have used it as a ploy to motivate Jack as he didn't foresee the murder nor could he have predicted Jack's last words. | |
