To add a bit: Even if there's the EMP effect, couldn't they construct a faraday cage from the ground, which will slowly grow up higher and higher? It would keep all interferences out after all. :) They could even have constructed some kind of airship that's ejected above clouds while being inactive. Use some analog thing as simple as a cable to turn it back on once above the clouds.

"Also remember that the movies with high budget are the ones mostly get dubbed in different languages to get good money collections at box office." This depends on where you are. In Germany almost everything is dubbed, even the most horrible B movie with less than a million in budget, unless there's simply lack of time to do so (like premiering Doctor Who episodes).

Even with frozen mammoths it's still a question of luck. I actually think chances are far bigger that computer capacities one day become big enough for people to simulate DNA results to essentially brute force combinations (similar to what's shown in some episodes of Star Trek: Voyager, where they try to estimate the appearance of unborn childs or aliens based on DNA samples).

Sounds a bit like an almagation of sever Godzilla movies, although I'm not 100% sure. #1 happened in a Godzilla movie, #2 as well. #3 I'm not sure and #4 is nothing I really remember.

Typically soldiers don't target the week, they target military personnel and operations. It's not that easy. This always depends on the soldier themself as well as their orders, goals, etc. Just think back to World War 2, where Nazis still tried to profit off imprisoned Jews by killing only the weakest/non-profitable first.
