I'm too late! They closed the question while I was typing my answer. You could be describing "Love and Other Drugs", (2010), except that Anne Hathaway's character had Parkinson's Disease, not cancer. comment Early 90s sci-fi show with a race of mutants
I don't have the name, but I remember a pilot that was never picked up that involved most of the earth's population being mutated by a disease into Neanderthal-type creatures with heavy brow ridges. The unaffected humans had one captive in a glass enclosure who just stood around looking perplexed. Also there was one member of the team who was "half mutant", with the heavy brow ridge, but normal mental function. Does that sound like what you remember?

Wes Craven's "Shocker" had two people battling each other while moving from one television channel to the next, and the villain was eventually defeated by a device constructed from TV remotes. It came out in 1989, though, well before "Titanic".
