As of episode 6, it is my understanding that Robb is not believed dead, as he his marching his army South. However, he is a traitor, and an enemy of the state. That is the reason that Sansa is heir to Winterfell.

Minor correction: Gandalf was always one of the Istari (there were five). Saruman was also an Istari, but since he joined Sauron he effectively fell from grace, and Gandalf was basically "promoted" to his position.
