How would shooting him out of another building help in disposing the body? The only reason I can imagine to do this is that they wanted to look like they had nothing to do with it. But then there surely Patrice could've shot him anywhere else, for example outside of the building.

I really think the Phil the Bear's answer makes more sense regarding the "dying" part. He is not talking about actual death, but the lobotomy. He won't be lobotomised if he acknowledges what he did (as you suggest), but he has to live with the guilt.

I doubt it. Newer movies just attract more attention than older movies. When older movies were released, there was no IMDB (or internet for that matter), so they have less votes. And the higher score is part of the hype. The score usually adjusts over time.
