It happens in both of the first two books. I don't recall if the first book struggle is reflected in the movie, but the second book & movie do have her struggling to find water. In the first book (The Hunger Games) she's struggling to find water and figures out that the reason Haymitch isn't helping her is that she must be close, and shortly after that ...
