I have this distant memory of a film I watched when I was a teenager and I would appreciate it if you could help me identify it.

So I think it's Australian, it's probably a 90's movie, and it starts with a boy around 15-16 years old who is being awakened by his mum to go to school.

Then I remember the basketball court with a 'golden boy' who was able to do magic - since he was from a castle/palace on top of some rock mountain up in the clouds...

Not really sure what he was doing in the normal world...I think he had to rescue their palace....their magic powers were powered by some flame and it was getting weaker and weaker. An old lady who lived at the palace found a loop-hole and she was trying to take down the parents of the golden boy who were rulers of the palace.

I remember the magic boy could do magic by saying 'khoo'. His face was also painted in gold. I also remember him waking up at the palace eating colored cereal.

Then I remember the teenage boy who would not wake up to go to school would become a baby in a pram and the golden boy together with the teenager boy would try to go back to the palace and had to pass through a forest of green people and then everyone would say 'khoo, khoo, khoo' so as the powers were powerful enough to lift them off and take them back to the palace.

Does this ring any bell to anyone?

I'm not entirely sure that it's an Australian movie but I think the accents were. Alternatives might be New Zealand.
