I saw a movie in the early 1970's that was an x-rated comedy. The movie was comprised of dirty skits. One was a scene of a big eyed, big nosed character talking. As the camera pulled back you realized it was an upside down penis with googly eyes on the testicles.

The movie was a double feature with Fritz the Cat, an x-rated animated film. Both were funny but I can't remember the name of the first movie.

I remember them showing this on television screens at the student union when I was in college way back then. It's from The Groove Tube. Here's a clip of your penis character.

The only reference I can find to a Fritz the Cat Double Feature is this, where it is paired with The Nine Lives of Fritz the Cat.
