In future planned film 300: Rise of an Empire, are the Spartans also playing a part in the movie or are they focusing only on Xerxes and another arc of the story like a parallel story. I didn't find anything on Google to clarify it.

Due to the details of this movie being scarce (or basically non-existant) I can only give you speculation based upon the greek battles they were based off of.
The first one, Battle of Artemisium, takes place concurrently with the Battle of Thermopylae, what the first 300 is based off of (obviously with a lot of creative twists) and involved a bunch of Greek cities fighting off a Persian invasion from the sea. These cities including, Athens, Corinth, and Sparta.
Because this will be based off of the historical event, I can only assume The Spartans will have no place in this battle whatsoever due to them not even sending troops to the 300. (Works with the continuity of the first movie). The end result of this battle are the city-states withdrawing to the second battle.
The second battle the movie will take from is the Battle of Salamis. If the remaining Spartan Army will be in this movie, this is where they would be (movie continuity wise) as this is where the remaining troops that were retreated from in the previous battle are finally defeated, forcing Xerxes' to retreat.
In an interview the actor who plays Xerxes, Rodrigo Santoro, stated that this movie will also deal with the back story of Xerxes and how he became a 'God-King'.
