I saw this movie long ago that started with two cops in a training island (a man and a blond woman) walking into some kinda room or a farm that had dead cat hanged up to the ceiling, the woman gets terrified and then the captain walks in to says its a training and they kinda fail, then the story continues in a way that the man cop starts killing other cops who came to the island by what they are attached or interested in, so one dies by a hydrogen canister, and one dies by a cigarette that burned her lungs, and one that has his legs disabled dies by the gun getting blown at his face when he tries to fire, all were traps by the man cop (from the beginning) who also happens to have killed his parents when he was a kid, only leaving two people left the woman cop (from the beginning), and a black man who the killing cop didn't know his interest. It ends with the woman killer cop, and only the black man and the woman survives

This is definitely Mindhunters:

On a remote island, the FBI has a training program for their psychological profiling division, called "Mindhunters", used to track down serial killers. The training goes horribly wrong, however, when a group of seven young agents discover that one of them is a serial killer, and is setting about slaying the others. Can the few that are left figure out who the killer is in time?

The story (and the deaths you mention) unfold exactly in the way you describe.
