I am trying to identify a movie, circa 1990, possibly French - I'm pretty sure it was foreign language. A guy gets fed up with terrible TV shows and builds a giant gun which can fire into the TV, and hit the people in the studio who are filming the show. I remember the gun was really crazy, and I'd like to try to find a picture of it. Thanks for your help

You wrote "1980's" in the title but "circa 1990" in the question, so I changed it to late 80s in the title as a compromise. Hope that's OK. – Walt Aug 8 '14 at 16:59

You might mean the 1986 French film Kamikaze produced and co-written by Luc Besson. From Wiki:

A brilliant scientist goes insane and develops a technology which enables him to kill people by sending death rays through television cameras. He kills TV announcers and is soon hunted by police.

Here's a scene from the film where he shoots the TV announcers (which he despises for being banal) from his house with his giant, elaborate raygun (there's also a screenshot below it):
