It was set on a platform of sorts on a completely still ocean. The platform was submerged so that the ocean was completely level with the walls surrounding it, but the floor was dry. There was a tower with a fat man, I seem to recall he was continually eating spaghetti, and a girl wearing tatters that prepared his meals. A man arrived at the edge of the platform in a sailboat. I don't think there was any dialogue.

The whole thing was pretty arty, but at the same time trashy and funny somehow. I think I saw it on television some time in the late nineties.
