In the movie The Incredible Hulk, there was a scene with Tony Stark having a conversation with Bruce Banner who was played by Edward Norton. So why didn't Joss Whedon choose him in his movie The Avengers?

Marvel simply decided they wanted someone else to play him

To quote Kevin Feige, President of Production for Marvel Studios:

We have made the decision to not bring Ed Norton back to portray the title role of Bruce Banner in the Avengers. Our decision is definitely not one based on monetary factors, but instead rooted in the need for an actor who embodies the creativity and collaborative spirit of our other talented cast members. The Avengers demands players who thrive working as part of an ensemble, as evidenced by Robert, Chris H, Chris E, Sam, Scarlett, and all of our talented casts. We are looking to announce a name actor who fulfills these requirements, and is passionate about the iconic role in the coming weeks.

Ed Norton has a reputation of being difficult to work with. Here are two link I found on the subject. screenrant.com/edward-norton-hulk-the-avengers-movie-rob-60025 screenrant.com/edward-norton-hulk-avengers-schrad-67833 –  Ben Plont Nov 26 '13 at 14:43
I don't know if it's his acting style or what, but Edward Norton's whole demeanor on screen makes this completely believable. Mark Ruffalo was an excellent choice to play Banner in The Avengers. –  Paulster2 Nov 26 '13 at 15:03
