Years ago I watched a film on SBS (an Australian television channel that tends to focus on multicultural and world films and programs). The plot, from what I can remember, was about Israeli guards transferring Palestinian prisoners (at least some of whom were mentally ill) from one prison to another. During twilight/evening, they arrive at the destination prison but there's some issue that means that the destination prison refuses to accept the transfer, forcing them to go elsewhere. As the night wears on and they struggle to find anywhere that will accept them at this hour, the guards come to sympathise with the prisoners more than they had beforehand.
My memory tells me that it was called "We're Not All Like That" or something along those lines, but I've never been able to find any film that's even close to that description.
