There is a movie from the 70s/80s/90s about a police officer (possibly a lieutenant) whose family is killed by the Mafia and his policemen stay loyal to him and help him find the mafia.

I know this sounds similar to Road to Perdition, but it is not the same movie. The only scene I can remember from the movie is the police officer standing in the rain with his fellow officers.

I believe it was in New York or in New Jersey, but I'm not sure.

I do not think it would be the Punisher movie with Dolph Lundgren - the police in that movie don't stay loyal to him once he becomes a vigilante. To be honest, I rather doubt it happens in any version of the Punisher, as it would contradict the "one-man war on crime" aspect of the franchise. –  afeldspar Sep 13 at 17:28
