I believe they're from the late '80s, early '90s. I watched it when I was about 2 (born in '89). I had it on a VHS but don't know if it was a TV show too. The episodes started with a female narrator in a cottage before it went to the animation with talking animals. I remember one episode with a haunted island I believe.

This series is called The World of Peter Rabbit and Friends, and is based on the books by Beatrix Potter. It is an animated TV show from the UK, which aired from 1992 to 1995 - later released on VHS/DVD.

Each episode opens up with a live-action Beatrix Potter, portrayed by actress Niamh Cusack, coming to her farmhouse out of the rain, sitting down to some tea with her pet rabbit, Peter, and then setting up the featured story.
