I have a memory of film, possibly a full movie, where some men (possibly sailors) were comparing tattoos. The interesting bit being that the tattoos were 'moving' as the men flexed their muscles or moved their body parts.

I think the film was in Black and White and quite old.

This is all I have to go on I'm afraid.

It reminds me SLIGHTLY of the movie "The Illustrated Man", which was made from some of the stories in the Ray Bradbury anthology of the same name. The main character (played by Rod Steiger) had magical, cursed tattoos on his body that moved and told stories. He was camping with a stranger he'd met. The stranger had no tattoos. This might be Duck Soup. There is a scene where Harpo, the mute brother, answers a series of questions by showing off his tattoos. It does have a pirate-esque section where he flexes his forearm and a girl in a bikini waves to stereotypically exotic music. It concludes with him showing off a tattoo of a dog house - and then the dog comes out and barks.
