I remember the saying as per title and it was very funny when I heard it. It was said in a "Mexican" style accent and I'm positive it was a comedy. It's been bugging me for a while now and hope someone here remembers the movie and the rest of the line if there was any.

Like most memories, sometimes you just remember that small part. So I can give you no more clues.

..Ohh, it was in reference to a film the guy was watching at the time

Maybe it was a TV clip instead? Here's one from Everybody Loves Raymond, where Raymond says "Too much talking, not enough shooting" in a faux Mexican accent when commenting on a 'girlie' film (it's around 0:35):

It may be from the movie Kung Fu Panda (2008). In the opening sequence of the movie, the quote is there

"Enough talk, let's fight!"

It's not an exact match, but in The Good, The Bad, and The Ugly, Tuco (who has a Mexican accent says "when you have to shoot, shoot. Don't talk". There is a little bit of more banter about shooting and talking after or before that quote, you should look up that scene and see if it's the one.
